Hill Secures £51M Borehamwood Housing Project Through Direct Award

Hill Partnerships Limited is set to deliver a major £50.7 million residential development in Borehamwood, Hertfordshire, following a direct award from Thrive Homes. The appointment comes without the usual competitive tender, highlighting a growing trend in strategic project delivery.

This opportunity stems from the work of Hill’s sister company, Hill Residential Limited, which had already carried out significant design and planning efforts on the Lyndhurst Farm site. Hill Residential also holds exclusive rights to acquire the land and has agreed to transfer it to Thrive Homes, with the condition that Hill Partnerships lead the construction phase.

Thrive Homes justified the direct award under the Procurement Act 2023, which allows such appointments when exclusive rights mean there is no viable alternative contractor. This approach ensured continuity and efficiency, avoiding delays and risks associated with a traditional competitive process.
