Crescent Manor Breaks Ground Bringing Affordable Senior Housing to Ossining

MacQuesten Development has officially begun construction on Crescent Manor, a new 73-unit affordable senior housing community in Ossining, NY. Designed specifically for residents aged 62 and over, the development features 33 studio and 40 one-bedroom apartments, with rents set at 40%, 50%, and 60% of Westchester’s Area Median Income (AMI). The project aims to provide seniors with a comfortable, sustainable living environment that allows them to age in place.

Located at 136-140 Croton Avenue, Crescent Manor will be a low-rise elevator building offering 79 on-site parking spaces, free utilities, complimentary Wi-Fi, and a variety of amenities including indoor and outdoor recreation areas and a fitness room. Retail space on the ground floor and community space on the lower level will further integrate the building into the Ossining community.

A key feature of the project is its commitment to sustainability. Built to PHIUS+ standards, Crescent Manor will utilize rooftop solar panels to generate nearly 85% of its energy needs, significantly reducing costs and environmental impact.

Westchester County has provided strong financial support through $25 million in tax-exempt bonds, HOME funds, and other incentives designed to keep the housing affordable long-term. County Executive Ken Jenkins highlighted the importance of public-private partnerships in making this project possible.

Additionally, CVS Health invested $24 million through CREA by purchasing Low Income Housing Tax Credits and New York State Brownfield Credits, reinforcing the connection between affordable housing and overall health outcomes for seniors.
